New energy vehicle promotion slow technical bottlenecks need to be broken


The reporter learned from the 11th Kunming Pan Asia Technology Transfer and Achievement Transformation Matchmaking Symposium that from January to February this year, the total number of new energy vehicles to be promoted in China was less than 3,000 vehicles, and it was planned to promote 330,000 vehicles by the end of next year. The technical bottlenecks, such as slower progress, shorter cruising range and difficulty in charging, have yet to be broken.

Wang Binggang, head of the national 863 “Energy-saving and new energy vehicle” major project supervision and advisory expert group, said at the meeting that by the end of 2015, China plans to promote 330,000 new energy vehicles and cover 88 cities in 26 provinces. From January to February 2014, the total number of new energy vehicles in China was less than 3,000, and promotion and application still faced some problems.

Wang Binggang believes that whether the product can be used economically, whether the infrastructure and services are convenient, whether the country implements incentive policies, and whether consumers agree is the main factor affecting the promotion of new energy vehicles. All cities in China should focus on promotion work according to resource conditions and market segmentation needs. He believes that big cities should actively promote the electrification of public transportation, promote new energy taxis, and develop new areas suitable for the application of new energy vehicles. New energy car rental industry has great potential.

At present, the new energy vehicles on the market are mainly driven by pure electric power. There are problems such as heavy batteries, high prices, and short cruising range. “Charging difficulty” has become a bottleneck restricting the promotion of new energy vehicles.

Representatives from Shenzhen City introduced at the meeting that Shenzhen will increase the construction of charging facilities network, realize the networking and intensive construction of bus charging facilities, clarify the principles for the construction of public charging facilities, and improve the construction standards for charging facilities.

According to the Yunnan Science and Technology Department, Yunnan plans to promote the use of 5000 new energy vehicles by 2015. To this end, Yunnan Province will focus on the Yunnan Power Grid Corporation and use Kunming as a pilot to build electric vehicle charging and replacement facilities. By 2015, two charging and replacement stations and 300 charging piles will be built. After 2015, we will increase the capital investment in the construction of charging and swapping facilities and, in light of development needs, build charging and changing facilities of corresponding scale and standards in Kunming and other states and cities that promote the use of new energy vehicles.

The leadership of the new energy auto industry policy is very obvious. Wan Xinming, vice president of the China Automotive Research Institute, said at the meeting that the development of the new energy automobile industry should be promoted through the “planning, setting standards, controlling subsidies, and promoting”, and the government needs to increase support.

In September last year, four ministries and commissions including the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the National Development and Reform Commission jointly issued the "Notice on Continuing the Promotion and Application of New Energy Vehicles," clarifying the specific policies for financial subsidies to support the promotion and application of new energy vehicles. It stipulates that the maximum subsidy for individuals to purchase pure electric passenger vehicles is 60,000 yuan.

Earlier this year, Beijing opened up purchase of new energy vehicles. Beijing only subsidizes pure electric vehicles and fuel cell vehicles. It does not include plug-in hybrids in the state subsidy policy. In addition to the price subsidy, new energy vehicles that meet the subsidy standards in Beijing can also be shaken in the allocation indicator of dedicated new energy minibuses. Compared with ordinary car numbers, the odds of winning are higher.
