In order to increase the supervision and management of environmental inspection agencies, the Beijing Municipal Environmental Protection Agency has begun to implement the third-level supervision on 43 motor vehicle emission testing agencies in the city according to law, mainly based on network monitoring, supplemented by personnel inspections and unannounced visits, and deepening the regularization of motor vehicles. It is understood that in order to implement the “Beijing Municipal Regulations on Air Pollution Prevention and Control” that was implemented in March, the Beijing Municipal Environmental Protection Bureau has formulated the “Beijing Motor Vehicle Exhaust Inspection Technical Specifications” to further standardize inspection procedures and strengthen the management of motor vehicle emissions inspection. The third-level supervision means that the Beijing Municipal Environmental Protection Bureau entrusts the environmental inspection agency according to law, and the Municipal Motor Vehicle Emission Management Center is responsible for the qualification review and supervision and random inspection of the environmental inspection agencies. The motor vehicle emission management stations in each district are responsible for the environmental inspection agencies within their jurisdictions. Daily supervision. Currently, there are 274 simple condition detection lines for 43 motor vehicle testing sites in Beijing. More than 3,000 employees are regularly tested for motor vehicle emissions, and an average of more than 7,000 vehicles are detected on the line every day. Among them, about 10% of the gasoline vehicles and about 20% of the diesel vehicles did not meet the test discharge standards. After maintenance and repair, they went online again and passed the test, reaching the standard, and the single vehicle emission decreased by 10%. According to statistics, Beijing Municipality has imposed 33 punishments on 19 environmental inspection agencies, including 7 commissioned commissions, 26 fines, and a total fine of 628,000 yuan, effectively curbing the occurrence of illegal activities.
