In the past three months, Harbin has accelerated the elimination of 35,700 sets of yellow-standard vehicles, and has completed more than 80% of the total.
Since entering the winter, Harbin has been repeatedly affected by smog. As part of the mitigation of atmospheric pollution, Harbin has eliminated the yellow-label vehicles and old vehicles in accordance with policy incentives, free scrapping, transfer of vehicles, forced cancellation, and delay in the elimination of yellow-label vehicles and old vehicles. The Fourth Ring is implemented in all weather restrictions to ensure the effectiveness of the elimination. In addition, Harbin will increase the access standards for operating vehicles, and the exhaust gas will not be subject to operational procedures.
According to the statistics of the local environmental protection department, the exhaust of the yellow standard vehicle is about 30 times that of the green standard vehicle. Since the start of the elimination of the yellow-label vehicle, Harbin has received 2,830 scrapped yellow-label vehicles, with a total grant of 13.931 million yuan. According to the principle of reward and punishment, Harbin gave appropriate subsidies for the early elimination of yellow-label vehicles, with a maximum subsidy of 22,000 yuan.
