In June 2012, the Ministry of Industry and Information Technology established a data management system for automobile fuel consumption, and issued the “Notice on the Opening and Training of the Automobile Fuel Consumption Data Management System”, clearly from July 1, 2012. As a result, all passenger car manufacturers and imported passenger car dealers are required to submit fuel consumption data for new and newly imported passenger car products as required.

In accordance with the "Energy Conservation and New Energy Vehicle Industry Development Plan (2012-2020)", in order to implement the average fuel consumption management of passenger vehicle enterprises, the average fuel consumption of passenger car products in China will be gradually reduced, and China will be realized in 2015 and 2020. The average fuel consumption of vehicle products fell to 6.9 liters/100 kilometers and 5.0 liters/100 kilometers. The "Accounting Method" stipulates the accounting scope, accounting entity, accounting method and related requirements of the average fuel consumption of passenger car enterprises, and clarifies the accounting management procedures for the average fuel consumption of enterprises.

(II) Accounting of average fuel consumption of enterprises in 2012-2013

In September 2013, the Ministry of Industry and Information released the “Report on Average Fuel Consumption of Chinese Passenger Vehicle Enterprises in the Second Half of 2012”, which announced 108 companies that sold passenger cars in China in the second half of 2012 (including 25 imports). In the second half of 2012, 83 domestic passenger car manufacturers and 25 imported passenger car dealers produced/imported 7.825 million passenger cars (excluding new energy passenger cars, excluding export passenger cars, the same below) The actual average fuel consumption of the industry is 7.42 liters/100 kilometers. In accordance with the requirements of the “Accounting Methods”, the Ministry of Industry and Information Technology, together with the relevant ministries and commissions in 2012, officially launched the enterprise average fuel consumption accounting from 2013. On September 24, 2014, the “China’s 2013” ​​was released. Announcement on the Accounting of Average Fuel Consumption of Vehicle Enterprises (Announcement No. 60 of the Ministry of Industry and Information Technology, 2014), publicly release the number of production/imported passenger vehicles, the target value, actual value, compliance and ranking of the average fuel consumption of enterprises . In 2013, 111 passenger car companies in China's customs territory produced/imported 1,821,850 passenger cars (excluding new energy passenger cars and export passenger cars, the same below), and the actual average fuel consumption of the passenger car industry. It is 7.33 liters / 100 kilometers. Among the 85 domestic passenger vehicle manufacturers, the actual value of the average fuel consumption of 58 enterprises reached the 2013 target value requirement stipulated in the “Methods and Indicators for Passenger Vehicle Fuel Consumption Evaluation”, and 27 of them did not meet the requirements. The average fuel consumption of vehicles was 7.23 liters/100 km; 13 of the 26 imported passenger car dealers met the requirements, 13 did not meet the requirements, and the average fuel consumption of imported passenger cars was 9.06 liters. /100 km.

Second, the work process

In accordance with the "Energy Conservation and New Energy Vehicle Industry Development Plan (2012-2020)", "the introduction of the vehicle fuel consumption management method based on the average fuel consumption of enterprises and the phased target value will be gradually implemented in China in 2012. The requirements of the implementation of fuel consumption management for domestic and imported automobiles, the Ministry of Industry and Information Technology is working with relevant ministries and commissions to study and draft the reward and punishment measures associated with the "Accounting Methods" - "Administrative Measures on Average Fuel Consumption of Enterprises" (hereinafter referred to as "Administrative Measures").

In the past two years, the state has issued a series of policies to actively guide and encourage the production and consumption of energy-saving vehicles and new energy vehicles, and has achieved certain results. However, due to the rapid development of the automobile market, the development of the automobile market faces enormous pressures for energy conservation and emission reduction. In order to further promote the industry to accelerate the research and development of advanced technologies, increase product structure adjustment, take practical measures to reduce fuel consumption of automotive products, and organize research by industry experts, the Ministry of Industry and Information Technology, together with the Development and Reform Commission, the Ministry of Commerce, the General Administration of Customs, and quality inspection. The General Administration of the People's Republic of China, the study drafted the "Notice on Strengthening the Management of Average Fuel Consumption of Passenger Vehicle Enterprises" (Draft for Comment), and in May 2014 publicly solicited opinions from all walks of life.

Third, the main content

The "Notice" clarifies that for non-compliant enterprises, it will adopt public notification, limit the declaration of new products "vehicle production enterprises and products", restrict the expansion of production capacity investment, and strengthen the customs clearance, import inspection, production consistency verification and other management measures, and It is proposed that investment management should strengthen the audit of fuel consumption, and enterprises should take the initiative to take corrective measures and other requirements.

(1) Article 1 of the Notice stipulates that passenger car enterprises whose average fuel consumption is not up to standard and whose average fuel consumption of enterprises after the new energy passenger vehicles exceeds 6.9 liters/100 kilometers will be publicly notified.

The average fuel consumption of enterprises is not up to standard, which means that the average fuel consumption level of enterprises calculated according to the “Accounting Method” is greater than the average fuel of enterprises in the corresponding year as stipulated in “Evaluation Methods and Indicators for Passenger Vehicle Fuel Consumption” (GB 27999-2011). Consumption target value. The publicly notified enterprises are those whose average fuel consumption does not meet the national standards and the fuel consumption of new energy passenger vehicles exceeds 6.9 liters/100 kilometers. That is, the average fuel consumption of enterprises after the statistics of new energy vehicles does not exceed 6.9 liters/ A 100-kilometer passenger car company will not be publicly notified.

(2) Articles 2 and 3 of the Notice stipulate that for passenger car enterprises whose average fuel consumption is not up to the standard in the previous year, the following penalties shall be taken:

1. Suspension of the acceptance of the new product "Vehicle Manufacturers and Products Announcement", which is not subject to the target value of GB 27999-2011 fuel consumption, until the average fuel consumption of the enterprise reaches the standard. That is, if the average fuel consumption of the enterprise is improved and the standard can be achieved, the next year, the new product “Vehicle Manufacturers and Products Announcement”, which has a comprehensive working condition that does not meet the target value of the fuel consumption of the GB27999-2011 model, can be accepted.

2. Temporarily fail to apply for investment projects that expand the production capacity of passenger vehicles for non-compliant enterprises until the average fuel consumption of their enterprises reaches the standard. That is, from the next year when the average fuel consumption of the enterprise is up to standard, it will start to apply for its investment project to expand the production capacity of passenger cars.

(3) Incorporating the average fuel consumption of the enterprise into the investment project review. Newly built passenger vehicle manufacturers and existing automobile production enterprises that invest in multi-class passenger vehicles and expand passenger vehicle production capacity, should submit the average fuel consumption plan of the enterprise, and the plan adjustment should be carried out if the standard is not met. The purpose is to remind companies to plan for vehicle development in advance.

(4) For passenger vehicle enterprises whose average fuel consumption is not up to standard and that they fail to meet the compliance requirements, they will strengthen supervision in customs clearance audit, import inspection, and production consistency verification.

(5) Non-compliance enterprises are required to submit an average fuel consumption improvement plan commitment letter, and propose specific annual improvement targets and improvement measures, including the suspension of production and production of existing models that do not meet the target fuel consumption.
