As a binding policy, the energy saving target set by the “Eleventh Five-Year Plan†is a 20% reduction in energy consumption per unit of GDP. However, the cumulative energy consumption per unit of GDP in the first four years of the “Eleventh Five-Year Plan†fell by 14.38%. This means that in the last year of the “Eleventh Five-Year Planâ€, that is, in 2010, the national energy consumption per unit of GDP should be reduced by at least 5.62%.
What is more serious is that with the gradual recovery of China's economy and the rapid growth of high-energy-consuming and high-emission industries, energy consumption per unit of value-added in the first quarter has risen.
