Recently, fifteen departments such as the National Development and Reform Commission, the National Energy Administration, and the Ministry of Finance jointly issued the "Implementation Plan for Expanding Biofuel Ethanol Production and Promoting the Use of Automotive Gasoline." According to the plan, by 2020, the full coverage of vehicle ethanol gasoline will basically be realized nationwide. By 2025, it will strive to achieve large-scale production of cellulosic ethanol. The advanced biological liquid fuel technology, equipment and industry will reach the international advanced level and form a more complete market-based operation mechanism.

Fuel ethanol is added to gasoline in a certain proportion to form ethanol gasoline for vehicles. This kind of gasoline can effectively reduce carbon emissions, fine particulate emissions, and pollution of other harmful substances in automobile exhaust. According to the joint implementation plan of the 15th ministry, China will fully promote E10 ethanol gasoline, that is, the gasoline blending component. Blended with 10% denatured fuel ethanol, the environmentally friendly gasoline.

In fact, the fuel ethanol industry came into being in our country 15 years ago. To put it plainly, it used to be one of the most important means for us to digest excess corn. With the use of corn and waste straw that are out of date, they produce clean gasoline and help resolve the haze that is currently plaguing many people. This is the basic logic of the Implementation Plan issued by the 15 ministries and commissions.

According to the goal given by the National Development and Reform Commission's Medium and Long-term Development Plan for Renewable Energy, by 2020, the annual utilization of biofuel ethanol in China will reach 10 million tons. According to the "implementation plan" operation, by 2020, the use of ethanol gasoline will basically cover the country. How will the full promotion of fuel ethanol and its reconciled ethanol gasoline change our lives?

The days of burning stalks in the fall have not yet reached the traditional coal-fired season in winter. However, the hazy fog has been intermittently covering the Jing-Jin-Ji region. Le Youhua: In general, fuel ethanol with corn as raw material, the big result is that about one ton of ethanol can be reduced by 34% in the whole life cycle. If the cellulosic ethanol is commercialized and rapidly developed in 2025, then this The environmental benefits are even more pronounced and can reach more than 75%. In particular, as an industry of cellulosic ethanol, it should be said that it can effectively solve our problem of straw burning and polluting the atmosphere.

Since the new century, energy security and environmental issues have increasingly become the focus issues that restrict sustainable development. Biofuel ethanol has become an ideal alternative to fossil fuels due to its comprehensive advantages of being renewable, environmentally friendly, technologically mature, easy to use, and easy to promote. The components have been promoted in many countries, and the scale of production and consumption has also grown rapidly worldwide, from 36.28 million tons in 2005 to 79.15 million tons in 2016.

According to incomplete statistics, more than 40 countries and regions have promoted biofuel ethanol and ethanol gasoline for vehicles. The annual consumption of ethanol gasoline is about 600 million tons, accounting for about 60% of the total gasoline consumption in the world. Among them, the United States, as the world's largest consumer of fuel ethanol, spent more than 40 million tons last year. China ranks third, but the current annual consumption is only nearly 2.6 million tons, and development is lagging behind.

For an oil-consuming country, the use of ethanol gasoline can replace part of the oil, which is very important for energy security.

China Petroleum & Chemical Corporation, former director of the Ministry of Science and Technology, professor and senior engineer Qiao Yingbin: Over 40 million tons (one year) of US fuel ethanol (usage) accounted for 8 percent of the increase in his energy self-sufficiency rate. If our country vigorously develops, it will greatly increase our energy self-sufficiency rate. In 2016, our country imported 381 million tons of oil, and the external dependence on oil is 65.4%.

More importantly, international experience shows that the development of bio-fuel ethanol can establish long-term, stable and controllable processing and conversion channels for bulk agricultural products, and improve the country's ability to regulate and control the food market.

Le Youhua: When the national strategy requires it, it is to expedite the transformation of these foods that exceed the deadline. If supply and demand are tight, it is mainly to use starch and cassava raw materials to produce fuel ethanol, forming a good means of regulation.

At the same time, the biofuel ethanol industry is also an effective way to dispose of foods that exceed the annual limit. However, our country is currently in a state of excess corn.

Qiao Yingbin: I received (message) during the two sessions, reports from the two conferences, and stockpiles of corn in our three northeastern provinces and Inner Mongolia. How much is stored? 230 million tons of corn. If these corns are released for another year, two years, or three years, the corn will be unpalatable after three years.

In addition to exceeding the excessive grain-supported fuel ethanol production, according to estimates by relevant authorities, there are still more than 400 million tons of straw and forestry waste that can be used in the country each year, of which 30% can produce 20 million tons of biofuel ethanol. People in the industry generally believe that the “small partners” who are worried about fuel ethanol pushing up food prices can safely wash and sleep.

Of course, even if all kinds of fuel ethanol are good, it is worth promoting in an all-round way. However, for the majority of vehicle owners who earn their wages and improve their salaries, does the more environmentally-friendly petrol also have a higher price that makes the people's heart beat faster? Will the average car cost rise for the ordinary people in the end?

The biofuel ethanol industry in China began to develop since 2001. Up to now, there are 11 provinces and regions across the country that have piloted the promotion of ethanol gasoline. The consumption of ethanol gasoline accounts for 1/5 of the total gasoline consumption in the country during the same period. According to the relevant person in charge of the Liaoning Provincial Development and Reform Commission, the pilot region has the same price as ethanol and traditional gasoline.

Of course, there were also owners who felt that the fuel consumption of ethanol-gasoline vehicles appeared to be higher. In response, many experts interviewed made it clear that there is no such difference.

Zhang Yongguang, a professor at the Sinopec Institute of Science and Technology, is a calorific value. The theoretical value (heat value) of E10 (ethanol gasoline) is 3.8% worse than that of regular gasoline. But you can't say that it's completely lost 3.8 because its octane rating is more than a dozen octane units higher than our olefins and aromatics, making up for what we think is a 1%-2% loss in fuel consumption. According to industry insiders, the authoritative research institute of the United States has conducted tests on 16 real-car samples. The results show that the gap between E10, that is, ethanol gasoline with 10% fuel ethanol and ordinary gasoline, is negligible.
