China's four-vehicle market has not seen the start of emission upgrades


According to the declaration of the Ministry of Environmental Protection and certain agencies, the four emissions from diesel vehicles have been implemented as scheduled on July 1. Many local governments have also issued relevant policies for the country’s four emission upgrades. However, as a matter of fact, what exactly happened to the implementation of the National IV emissions upgrade?

If you look at the mainstream diesel engine companies' scheduling for the National IV engine, you may be able to see how the policy is implemented. For this reason, the author found a list of July's production schedules for Weichai, the mainstream supplier of heavy-duty diesel engines, and took a closer look.

Judging from the engine provided by Weichai Power for diesel cards/passengers, this policy should not be implemented. In July, the planned output of the Weichai high-speed engine (a diesel engine used in passenger cars, trucks, and construction machinery) was 27,608. Among them, only 419 diesel engines were discharged from the country.

Judging from this ratio, whether it is the Ministry of Environmental Protection or the National Order No. 4 issued by various local governments, the effectiveness of the restrictions on the diesel vehicle market is almost zero.

China's four car market has not started

From the engine production schedule of Weichai in July, it can be seen that the proportion of national four engines is less than 2%. Weichai is the largest supplier of heavy-duty diesel vehicles in China and holds the largest market share. It is important to realize that the entire vehicle company needs to purchase the country's four emission engines before it can implement the National IV emission standards.

From this, it can be inferred that the requirements of the Ministry of Environmental Protection after July 1 and the requirement for diesel vehicles to meet the National IV emission requirements in certain regions have had little impact on vehicle and engine companies.

Two years ago, the Ministry of Environmental Protection had announced that the fourth emission of diesel vehicles will be implemented on July 1 this year. This year, the Ministry of Environmental Protection once publicly stated that it will implement the National IV emission standards on time according to the previous plan. However, the Ministry of Industry and Information Technology, which controls the catalogues on the models, has not released a notice prohibiting the announcement of the three models of the country. Since the engine's production is based on the order of the entire vehicle company, and the entire vehicle company is producing according to the dealer's order, the dealer's order naturally comes from the user's demand. For users, they will not care about any announcements. As long as the country’s three cars can be listed on the local market, they will not buy expensive and “squeaky” national four cars. Therefore, it can be said that the decree of the Ministry of Environmental Protection is almost non-binding to end-users.

However, several domestic cities have issued local plans or timetables for the implementation of the four-emissions of diesel vehicles. In principle, if these governments made it clear that the three cars cannot be put on the market, the output of the four engines will not be so at least. What are the reasons for this?

The author noticed that the preconditions for the implementation of the cities in which the four countries are implemented are not the same, and the preconditions for the continued listing of the country’s three vehicles are various.

According to a survey by Fangde.com, a number of heavy-duty truck companies and multi-site distributors have implemented various opinions on the implementation of the National IV. However, it is unanimously expected that the national four-wheel vehicle market will be difficult to start before October.

In addition, through further investigation into the cities that have already explicitly implemented State IV, the reason why the country’s four vehicles cannot be sold is that users are not willing to purchase the national four-car or national three-cars and continue to sell in various ways.

For example, a dealer in the Beijing area stated that there were no subscribers to the National IV vehicle; in some regions, the country’s three models that had previously opened a good ticket could continue to be sold. What is even more surprising is that dealers in certain regions stated that it is okay to plug money when the country's three cars are on the cards. “Our small place is not as hazy as Beijing and Shanghai. The torque was limited, the speed could not be lifted, and the logistics company was in a hurry to negotiate with the Volvo manufacturers and Volvo was just beginning to disagree with the OBD to stop working, and later the company had a few disturbances in the day-to-day operations that were severely affected. Several manufacturers, service stations, and logistics companies decided to stop the OBD of these vehicles after they sat down for a meeting. Therefore, many of the country's four emission engines now have switches that can disable OBD.” Although the Chinese colleagues cited This example, but the Japanese general manager still insists that the national four emission engine OBD has switch can not understand and accept "How can the OBD have a switch? I learned about Hino's state-owned equipment fittings this month and was told that only a batch of more than 30 engines equipped with Hainan were discharged by the state. There were no orders from other regions, and they also expressed that More strange: "According to reason, there are also some cities that have implemented State IV. How can there be no orders?"

Finally, they came up with a copy of the State Department's National Fourth-Generation Production Record Form for reporters and told reporters: “The form requested by the Ministry of Environmental Protection is limited to the National IV model.”

Naturally aspirated engines are still producing less than one country's emissions standards

Recently, among the information obtained from the visits of several engine manufacturers, the author has been most shocked by the fact that some companies produce engines that do not meet national discharge standards, such as naturally aspirated diesel engines.

Although, among engine companies, there are not many "dead-minded" companies such as Shanghai Hino (Weichai may represent the majority of companies). However, the following engine company really surprised the author and did not know whether this company's situation is representative.

In June, when the author came to an engine company and asked him how to deal with the implementation of State IV emissions, they were not nervous: “What is the relationship between implementation and implementation?”

When the author asked whether it would affect the cost and sales, a certain leader of the company told the author: “Is there any influence? It does not matter. The customer needs us to produce, but it does not need to produce.” The leader said here, and added : "According to experience, many vehicle companies do not want real high-emission engines. They just change the label. In fact, they are reluctant to increase costs."

Hearing this, I was very surprised: "Do these companies require low-emission engines and they are marked as high?" The leader said with a smile: "What do you think? If I tell you, there are still user orders. Wouldn't you be more surprised if you naturally aspirated the engine?"

This is really shocking the author. It should be noted that naturally aspirated engines do not have supercharging devices, and even the country’s discharge standards cannot reach.

"What country is not four, the emission of many models is now zero." The leader said this, but also somewhat angry. "Upgrade, upgrade, who will look closely at how this is implemented?
