According to the industrial development plan, by 2015, the radialization rate of domestic passenger tires will reach 100%, the radialization rate of light-duty truck tires will reach 85%, and the radialization rate of heavy-duty trucks will reach 90%. With regard to the conditions for entry of tire companies, the new policy made such a provision: the newly-built, rebuilt or expanded heavy-duty-tire-child projects should reach a production capacity of 1.2 million or more per year; light-duty truck radial tires and passenger car radial tires should form a production capacity at a time. According to the briefing, the new policy first proposed the establishment of a system for the recall of tires (including retreaded tires) to guide and encourage the construction of tire performance test centers, evaluation and test sites and engineering and technical centers serving the entire industry, and vigorously promote energy-saving emission reduction and comprehensive utilization of resources, and guide And encourage tire manufacturers to promote the integration of information technology and industrialization.

The new policy stipulates that the marketing of smuggled tires, substandard tires, standard tires, modified tires, and cargo and passenger tires without compulsory product certification marks is strictly prohibited. It is forbidden to distribute tires without three packs of tires; and a sound waste tire recycling management system is established and established. Institutions, waste tire recycling companies need to be based on domestic production of tires, to prevent disguised violations of imported waste tires.
