At 20:30 on April 1, an aluminum dust explosion occurred in the dust recycling room of the polishing workshop of Zhejiang Hongwei Vehicle Co., Ltd., killing 5 people and injuring one person.
At 19:10 on May 20, an accident of aluminum dust explosion occurred in Hongfujin Chengdu Co., Ltd. of Chengdu Foxconn Group in Sichuan Province, killing 3 people and injuring 15 people.
At 19:45 on June 1, Xinjiang Urumqi Xinjiang Yuansheng Technology Development Co., Ltd. suffered an aluminum liquid explosion accident, with 4 deaths, 2 missing persons and 16 injured.
At 13:50 on June 2, Nanhai District, Foshan City, Guangdong Province, Dali odd Croucher Jimmy Metal Co. occurrence of liquid aluminum explosion killed three people, injured eight people.
A large amount of dust and aluminum liquid in aluminum production enterprises have occurred in the event of water explosion, causing a large number of casualties. In particular, the Shandong Weiqiao Venture Group's aluminum bus casting factory in 2007 had a major accident in the “8•19†aluminum liquid spillover explosion (20 deaths and 55 injuries). The lessons were very profound. In order to effectively strengthen the safety production of aluminum production enterprises and effectively prevent accidents, the following requirements are proposed:
I. Carry out special rectification in depth and pay close attention to the investigation and management of hidden dangers
Local safety supervision departments at all levels shall conduct a thorough investigation of the aluminum production enterprises in the region, in accordance with the Notice of the General Office of the State Council on Continued Deepening the "Safe Production Year" Activities (Guo Ban Fa [2011] No. 11) and the State Council Security Committee. Notice on Launching a Special Action to Strictly Crack Down on Illegal and Illegal Production, Management, and Construction (Anyang Mingdian [2011] No. 7) requires careful organization of special rectification of high temperature metal liquids, focusing on the isolation of high temperature metal liquids from water, oil, gas, etc. Implementation of explosion protection measures. Second, strengthen the management of key production links and improve emergency response capabilities
All relevant enterprises should combine the characteristics of dust explosion and aluminum liquid water explosion accident, and highlight the management of key production links: First, enterprises involved in dust explosion should be equipped with ventilation and dust removal according to the standard of dust explosion safety regulations (GB15577-2007). Lighting equipment, inspection and inspection, fireproof and explosion-proof safety equipment and facilities; to develop the dust explosion-proof implementation rules and safety inspection forms of the enterprise, and carefully check the production equipment and facilities, ventilation, dust removal systems, etc. for aging, heat, wear, impact sparks, strong vibration Poor contact, poor grounding, leakage, and reduced dust removal efficiency. Second, aluminum melting and casting enterprises should seriously absorb the major accidents of the “8•19†aluminum liquid spill explosion in Shandong Weiqiao Venture Group's aluminum bus casting factory in 2007 and the two recent accidents of aluminum liquid explosion accidents, strictly implement relevant standards and regulations. Before the aluminum liquid is cast, check and confirm that the holding furnace (static furnace), flow cell, chain belt, mold, transmission mechanism, control button, hydraulic system, cooling water system, safety device, etc. are intact.
All relevant enterprises should formulate targeted emergency plans according to the characteristics of their own aluminum dust and aluminum liquid operations, strengthen training, ensure that operators and rescue personnel have the relevant emergency plan content, and equip with necessary emergency equipment and equipment, and carry out regular Exercises to improve emergency response capabilities.
Third, strictly implement the “three simultaneous†system of safety facilities for construction projects, and improve the equipment level of enterprises.
All relevant enterprises must strictly implement the "three simultaneous" system in accordance with the "Provisional Measures for the Safety Production Law" and the "Interim Measures for the Supervision and Administration of the Construction Project Safety Facilities" (the National Security Regulatory Authority Order No. 36) and other relevant laws and regulations. Risk sources identified in construction projects are identified, and engineering technical programs and measures to control major hazards are implemented to improve the level of automation, control risks from the source, and ensure the intrinsic safety of construction projects. Enterprises that have already invested in production and are outdated, enterprises must increase investment in rectification, adopt new technologies, new processes, and new equipment, improve various safety facilities and technical measures, and improve the level of safety equipment and facilities; The regulatory authorities must apply for local government closure in accordance with the law.
4. Actively carry out safety production standardization work and implement the main responsibility of enterprise safety production

5. Strengthen daily supervision and investigate serious accidents
Safety supervision departments at all levels shall strengthen supervision and inspection of enterprises involved in aluminum dust and aluminum liquids, urge enterprises to implement relevant safety precautions, and prevent the occurrence of dust explosions and aluminum liquid water explosion accidents. Accidents that have already occurred must be strictly in accordance with the principles of "four do not let go" and "according to the law, seeking truth from facts, and paying attention to practical results", conscientiously organize the investigation of accidents, find out the cause of the accident, distinguish the responsibility of the accident, summarize the lessons of the accident, and propose Preventive measures to ensure that the case is closed on time and the results of the treatment are announced to the public in a timely manner.
