The National Development and Reform Commission (NDRC) recently released its 29th announcement of 2008, unveiling the 164th batch of approved automobile, motorcycle, tricycle, and low-speed truck manufacturers and their products. This batch includes a significant number of new energy vehicles, such as hybrid and fuel cell-powered models—vehicles that rely on energy sources other than traditional gasoline or diesel engines. Among the newly approved models are the Shanghai Volkswagen Passat fuel cell vehicle, the Shanghai General Motors SGM7240 hybrid, the FAW CA7130 hybrid, and four hybrid buses from Dongfeng, Changan, and Beijing Hyundai. For the first time in China’s automotive history, seven new energy vehicles have been officially listed in the NDRC catalog, signaling a major shift in the industry.
Industry insiders believe this move reflects a growing acceleration in R&D and production of new energy vehicles by domestic automakers. Typically, once a model is added to the NDRC's official list, it takes one to two months before it goes into mass production. With so many new energy options entering the market, consumers may soon see more choices, potentially marking the start of a new era for the Chinese auto industry. This trend was also evident at the recent Beijing Auto Show, where new energy vehicles made a strong impression. Liu Jingyu, an organizer of the event, noted that the number of new energy models displayed was the highest ever, drawing considerable attention.
Jia Xinguang, a well-known automotive analyst, pointed out that rising oil prices and energy shortages have pushed automakers to focus more on alternative energy solutions. In the past, only a few companies had new energy models, but now, more brands are entering the space. “That’s why the NDRC has approved so many new energy vehicles,†he said.
Despite the positive developments, the market performance of new energy vehicles in China remains underwhelming. Currently, only hybrid models are available, with the Toyota Prius and Honda Civic Hybrid being the most prominent examples. According to reports, sales of these models have been modest. FAW Toyota, for instance, sold just over 2,000 Prius units nationwide by 2007, with even fewer in cities like Chengdu. Similarly, the Honda Civic Hybrid saw very limited sales in the same region.
One of the main reasons for the lack of consumer interest is the high price point. A Chengdu-based consumer expressed frustration with the cost of the 1.5L Prius, saying, “Why would I choose a 1.5L engine when there are so many better cars in the same price range?†Additionally, maintenance for these vehicles is not convenient. As one local dealer explained, both the Prius and Civic Hybrid require specialized service at brand-specific 4S shops, as their diagnostic tools and equipment are unique to each manufacturer.
In contrast, Haima Motors has taken a different approach with its electric vehicles. The company recently launched the Fu Shida e, a pure electric car developed at its Zhengzhou base. According to reports, the Fu Shida e offers a cost-effective solution, with energy expenses about one-fifth of those for a comparable gasoline vehicle. It can be charged in 4 to 5 hours and has a range of over 100 kilometers at speeds up to 80 km/h. The model represents a step forward from Haima’s earlier electric vehicle, the Haima 3, which was praised at the 2007 Shanghai Auto Show.
Experts agree that while the future of new energy vehicles looks promising, there are still challenges ahead. Zhongshi, a well-known car commentator, emphasized that consumer acceptance will take time. “People care about price, fuel savings, and after-sales service,†he said. “Until we see large-scale trials, commercialization won’t be easy.†Jia Xinguang echoed this sentiment, noting that despite the NDRC’s approval of numerous new energy models, the lack of strong policy support remains a barrier to widespread adoption.
Looking ahead, government incentives, such as tax reductions for hybrid and diesel vehicles, are expected to be introduced later this year. These policies could help accelerate the growth of the new energy vehicle market, but experts warn that the journey toward full acceptance and commercial success may still take years—or even decades.
