Taking the road of large-scale intensification Bi Sheng believes that China's titanium dioxide production capacity has been ranked second in the world for 6 years, but from the perspective of the entire industry, from raw materials, process equipment to product quality, or from single-line production capacity to enterprise layout And the product structure, almost all have nothing to do with the production of power. The level of environmental protection and clean production in the industry has not reached a satisfactory level, and the development of the raw material industry has also constrained the development of the titanium white industry to a considerable extent.
According to Bi Sheng, one of the development trends of the international titanium dioxide industry in recent years is that the production capacity is more concentrated. Currently, the global titanium dioxide production capacity is 4.5 million to 4.7 million tons (excluding China), and the sum of the annual production capacity of the top five producers in the world already accounts for 76% to 78%. At present, there are only about 20 titanium dioxide producers in the world except China. The total number of production plants is only 56 to 57. In contrast, the output of the top five Chinese producers accounted for only 26.7% of the national total, the top 10 production capacity accounted for 43.1%, and the top 30 production capacity accounted for 78.4%. The concentration of production capacity and international counterparts formed a huge contrast.
Participating experts generally believe that the development of titanium dioxide industry should comply with international trends, improve the degree of concentration, accelerate the pace of industry restructuring, the industry reshuffle is inevitable. Only when the capacity of a single producer increases to a certain scale, can the anti-risk ability be enhanced and the basic conditions for long-term development can be achieved. The increase in the scale of the company cannot be achieved solely through the expansion of new installations. The industry’s integration and reorganization is a more practical choice.

However, experts also reminded that attention should be paid to the recovery of up to 20% to 22% of the titanium-containing components in blast furnace slag after ironmaking. Bi Sheng believes that in the development of the titanium industry, taking Panzhihua as an example, in addition to titanium concentrates should also pay attention to deep processing products titanium slag and titanium dioxide, and titanium tetrachloride and titanium sponge. Combining relatively inexpensive electric energy with abundant titanium resources, the development of acid-soluble titanium slag will have unique advantages. Panzhihua may thus develop into a world-renowned high-precision titanium raw material base similar to Australia and Canada, and thus become sulphuric acid. The titanium dioxide production base of France and the chlorination process, together with titanium tetrachloride and titanium sponge, is expected to eventually become China's unique comprehensive titanium industrial base.
According to reports, currently there are 67 titanium dioxide enterprises that are normally produced in the country, which belong to 62 manufacturers. The total annual production capacity of the plant is 1.15 million tons, of which 50,000 to 60,000 tons are non-pigment grade products; the actual output in 2006 is 86%. Tens of thousands of tons of non-pigment-level products accounted for more than 50,000 tons. There are at least 30 new titanium white projects and expansion projects in various stages of construction, design, approval, and planning across the country. Five of them were completed and put into production in 2007, with an annual production capacity of 160,000 tons. However, in 2007, there were two production lines that stopped production for environmental reasons, and the annual production capacity was 30,000 tons. Therefore, the total production capacity of titanium dioxide in 2007 will be a net increase of 130,000 tons over the previous year, and the annual output is expected to reach 930,000 to 970,000 tons.
